Daniel M. Ulibarri, Ph D

Dan has over 20 years of strategic and operational expertise across the full spectrum of Organizational Development and Management Training. Dan has consulted with organizations at various life cycle stages, including public colleges, public transportation, bilingual clearing house, and private organizations of Fortune 100/500/1000 caliber as well as other well-established private firms and public agencies at the state and federal levels.

Dan started his successful management-consulting career in 1979 with the U.S. Department of Education Office of Technology Assessment and the National Institute of Education, and his international career in 1983 as the Director of the National Clearinghouse for Bilingual Education covering the U.S. and all U.S. territories in the South Pacific and the Americas. After 15 years of working in the government sector, Dan began consulting to industry. In 1989, Dan joined PG&E in San Francisco, California where he served as HR Director of HR Research and Manpower Planning, Director of EEO, Employee Relations and Affirmative Action and finally as Assistant to the Senior VP of HR. He went back to consulting with clients such as PG&E, Motorola TransAmerica Corporation, the Texas Education Agency, New York State Department of Education, the California State Education Department, Mellado Communication, and HENACC.

Dan holds a Masters Degree in Cognitive Psychology and Measurement as well as a Ph.D. in Educational Psychology and Statistics, both from the University of California, Berkeley. He has business certificates from the Kennan-Flagler School of Business, the University of Michigan HR Executive Program, as well as certificates from the Executive Workforce 2000 Project offered by the Brookings Institution in Washington DC and the University of North Carolina at Chapel Hill.
